Seriously now, there are pilots who don't ever even go to high-sec who claim it's horribly broken. Reason? Well, it is. I mean, I get by OK in low-sec; after all, with so many people with outrageous amounts of money and no clue, occasionally you get stuff like AFK-ing covops with BPOs, freighters loaded with faction BS, faction BS ransoms and all that jazz, so a part of the wealth gets redistributed (mainly because of the autopilot routes between various highsec places taking you through low-sec, that being the shortest route).
It also means high-sec weekend PvP-ers flying in a swarm of T2 ships, because they can afford to lose them fairly often and not care, and so on and on.
Anyway, the whole 'afraid of real challenges' talk is bullsh*t. If I could go to high-sec, I'd go there. Reason? There's more ISK in high-sec. For both the ganker and the victim.
To balance it out for the high-sec ganker, there's more ISK in the high-sec carebear hands, and more safety as well. So high-sec gankers and high-sec carebears are preety damn balanced tbh.
Sure, you'll say, you can find a industrial you can solo gank carrying 200M of stuff for the mere cost of a BC insurance-payout plus fittings (read:5M), yielding a 95M profit, but if you had to look/scan for 3-4 hours for this, you'd make the same amount of ISK running L4s.
The fact low-sec pirates (I'm one of them) are not balanced with high-sec gankers (read: high-sec gankers get more ISK per hour) properly doesn't say anything - low-sec PvE-rs get less ISK per hour (after deductions for ship loss or ransoms or paying for blues/cloaking when pirates are in/losing ISK per hour since you can't use faction fit ships) then high-sec PvE-rs, so low-sec pirates get less too, again preety balanced towards each other.
That leads us to the conclusion that low-sec v high-sec is broken rather then ganker vs victim, as both low-sec pirates and low-sec PvE-rs get less ISK then high-sec pirates and high-sec carebears.
